During the period leading to the selection of the Moose Creek site, André Laflèche and
his then-partner, BFI, undertook a number of environmental impact studies.
The aim of these studies was to ensure that development of what would eventually become the Laflèche Environmental BioReactor really would provide a long-term, sustainable solution
to the growing garbage dilemma in Eastern Ontario. Moreover, these studies helped us confirm that Moose Creek was the optimal location for a development of this type . |

These studies included:
1) The development of an Environmental Assessment Process, which included:
- Opportunity Analysis (identify quantities of waste available).
- Development of "Alternatives To" and their evaluation.
- Development of alternative site search (other sites to BFI Moose Creek) methodology to meet the requirements of the Provincial Environmental Assessment (EA) Act.
- Identification of the "Preferred Site" and completion of environmental impact assessments for this site (1996)
2) Completion of the Public Consultation Process, which included:
- Identification of "Willing Host Communities".
- Development of a public consultation process to meet the requirements of the Environmental Assessment Act
Only once we had obtained all provincial approvals, and once we were satisfied that the site was the best possible did we begin development and construction of the landfill and diversion facility.
